New Paper: Tiptoeing Around Private Schools in the Global Partnership for Education

By conducting an analysis of the GPE’s historical and current treatment of the issue of private education, this report offers findings from an examination of various data sources, including meeting documents, policy reports, developing country Education Sector Plans, and interviews with key stakeholders. The preliminary findings of this study indicate that despite polarized and passionate stances from the perspective of its Board members, the GPE has not substantively engaged with the issue of private education. This lack of discussion may be indicative of a form of avoidance, where the topic is not dealt with in any substantive manner out of concern a debate may destabilize the partnership.
